I didn't realize that I had been playing Title Bout 13 32 bit on a 64 bit system. I went into the 32 bit game to release the license, and it wouldn't let me.
I have the second license installed on the 64 bit software.

Try again, there is no release with the release should fail. If you are still having issue see this FAQ for how to free a stuck license:

The 32 and 64 bit versions of the game both use the same data files, it might be that they are sharing the license.
